DEA Opens Schedule III Registration Path for Medical Cannabis Operators

WASHINGTON – The Drug Enforcement Administration’s Diversion Control Division has launched the application process, making DEA Form 225 available to state-licensed medical Cannabis manufacturers, distributors, and analytical labs. Manufacturers cover cultivation, production, processing, packaging, labeling and transfer. Distributors handle receiving and transferring product. Labs focus on testing.

The portal follows an April order from the Justice Department that placed FDA-approved Cannabis products and Cannabis subject to qualifying state medical licenses into Schedule III. An earlier 60-day window, which closed in late June, offered expedited review mainly for dispensaries using Form 224. Those who filed on time received priority processing targets and could continue state-licensed operations while applications remained pending. The new Form 225 process remains open for later applicants, though without the same expedited timeline. Businesses that already submitted applications do not need to reapply.

Application fees are nonrefundable and set at $3,699 for manufacturers, $1,850 for distributors and $296 for testing labs. Applicants must supply business details, state license information, background disclosures and related compliance data. Dispensaries continue to use Form 224.

The expanded Form 225 pathway forms part of a more comprehensive federal registration structure for the medical supply chain. Manufacturers, distributors and labs now have a defined route alongside the earlier dispensary option. Operators will weigh application costs, documentation requirements and review timelines against the clarity that formal registration may bring. How widely the process is used, and how smoothly applications move through review, will show the practical reach of the Schedule III framework.
