Missouri Evaluates Cannabis Market Health
LOS ANGELES- The state of Missouri has initiated a comprehensive evaluation of its cannabis industry, commissioning a study to assess market health and inform decisions on the potential issuance of additional cannabis facility licenses.
In March 2025, the Missouri Department of Health and Senior Services (DHSS) issued a request for proposals seeking a vendor to conduct a cannabis market and economic impact study. Three firms responded: New York-based Cannabis Public Policy Consulting, St. Louis-based Capital Consulting Services, and Oregon-based Whitney Economics. Each firm brings extensive experience in economic analyses related to the cannabis sector.
Missouri’s cannabis market has demonstrated significant growth since the legalization of adult-use cannabis in 2022. In 2024, the state reported $1.46 billion in cannabis sales, surpassing figures from states with longer-established markets.
The forthcoming study aims to provide data-driven insights into the state’s cannabis market dynamics, including supply and demand metrics, to guide regulatory decisions on licensing. Currently, Missouri has issued nearly 400 cannabis licenses for cultivation, manufacturing, and dispensary operations. Additionally, the state plans to allocate 144 microbusiness licenses intended to support disadvantaged business owners.
The DHSS has not announced a specific timeline for the completion of the study or subsequent licensing decisions. However, the findings are expected to play a crucial role in shaping the future landscape of Missouri’s cannabis industry.
