Ukraine Enacts Medical Cannabis Legislation Amidst Ongoing Conflict

KYIV— In a historic move, Ukrainian President Volodymyr Zelensky has officially signed into law legislation that legalizes the use of medical cannabis, marking a significant policy shift in the country. This legislation comes as a response to the urgent health needs arising from the protracted conflict with Russia, targeting conditions prevalent among the affected populations, such as cancer and post-traumatic stress disorder (PTSD).

The law, which was signed on Thursday, paves the way for the establishment of a national medical cannabis program expected to be operational within six months. The Ukrainian Ministry of Health has been tasked with drafting the necessary regulations within the next three months to govern the program’s implementation.

Under this new legal framework, medical cannabis will be accessible to individuals suffering from specified conditions, including cancer and PTSD, with the possibility of extending its use to other debilitating diseases such as Alzheimer’s disease and epilepsy, as determined by the Ministry of Health. This decision underscores the government’s commitment to leveraging medical cannabis as a therapeutic option amidst the country’s ongoing healthcare challenges.

The law stipulates that patients must obtain a prescription from a licensed physician to access medical cannabis, maintaining a clear distinction between medical and adult-use cannabis — the latter remains illegal. Additionally, the cultivation and manufacturing of medical cannabis within Ukraine will be regulated through special licensing, though the legislation also accommodates the importation of cannabis products, including raw materials.

President Zelensky, who has been a vocal supporter of medical cannabis legalization since his 2019 election campaign, lauded the passage of the bill. This move aligns Ukraine with a growing list of countries recognizing the therapeutic benefits of cannabis, particularly for treating PTSD and cancer symptoms.

The adoption of medical cannabis legislation in Ukraine reflects a broader trend towards the acceptance of cannabis in medical treatment protocols worldwide. In the United States, for instance, the vast majority of states with medical cannabis programs permit its use for treating PTSD, as highlighted by the Marijuana Policy Project. This global shift towards acknowledging the medical value of cannabis offers hope to countless patients seeking alternative treatment options for their conditions.
