Pre-Rolls and Multipacks Gain Momentum Across the US, BDSA Finds
LOUISVILLE – According to BDSA’s latest retail tracking, U.S. pre-roll sales reached $4.4 billion over the 12 months ending July 2026, up 13% year over year, outpacing vape (up 6%) and flower by a wider margin. Pre-roll now accounts for 14% of all Cannabis retail spending, holding third position in total sales behind flower and vape. But the topline number is the least revealing part.
For the first time, infused pre-rolls have surpassed their uninfused counterparts in total sales. BDSA data shows infused reaching $2.22 billion against $2.15 billion for uninfused over the same 12-month window – a reversal from the prior year, when uninfused led. Infused pre-roll share crossed 50% of category dollars in October 2025 and has held above that mark every month since.
Inside infused, diamonds remain the dominant format at $699 million, up 34% year over year. Live resin, at $96 million, grew the fastest of any named infusion type, up 49%, signaling where consumer demand for extraction quality is heading within the segment.
The format story is just as significant. The single 1-gram pre-roll remains the category’s largest format at $1.25 billion, but it has held flat while multipack configurations drive the growth. Five-packs of 0.5-gram joints reached $683 million and grew 23%. Larger configurations [10-packs of 0.35-gram units, up 55%, and 28-packs, up 44%] are expanding quickly from smaller bases.
Multipacks raise the average transaction value while lowering the per-gram price – an arrangement that works for consumers on value and for brands and retailers on basket size. The Custom Cones USA State of the Pre-Roll Market report corroborates the direction, finding multipack formats accounted for 48.5% of all pre-roll products sold in 2025.
Category growth is only part of the picture when it comes to pricing. BDSA data shows infused pre-roll pricing fell approximately 9.5% per gram nationally over the past year, measured on an equivalized basis that adjusts for differences in pack size. Michigan, Arizona, and Nevada each saw per-gram prices fall roughly 27%, more than triple the national rate.
That compression reflects direct price competition among established brands, not simply value-tier entrants gaining ground. Michigan’s infused per-gram price reached $2.82 by July 2026; New Jersey’s average stood at $13.47. The spread between those two markets illustrates how differently pre-roll economics play out by state.
With more than 7,100 brands recording pre-roll sales nationally, and the top 10 accounting for just 21% of total dollars, this remains one of the most fragmented categories in Cannabis. Jeeter leads the field at $240 million, an entirely infused portfolio now operating across seven states.
For operators and investors trying to track where U.S. Cannabis demand is actually settling, pre-roll data provides one of the sharper readings available right now. Multipack adoption, infusion quality segmentation, and state-level pricing divergence together suggest a category that has entered a more contested, mature competitive cycle, one where format strategy and execution weigh as heavily as headline growth rates.
