DEA Opens Federal Registration Portal for Medical Cannabis Dispensaries

WASHINGTON – The Drug Enforcement Administration (DEA) is set to launch its new online portal on Wednesday, 29 April at 9:00 AM EST, facilitating the application process for state-licensed medical Cannabis dispensaries seeking federal registration following the recent move to place certain Cannabis products into Schedule III under the Controlled Substances Act.

The portal, run by the DEA’s Diversion Control Division, gives businesses a direct path to seek federal recognition following the Justice Department’s April 23 announcement. That action immediately loosened some restrictions on FDA-approved Cannabis products and state-licensed medical Cannabis, while directing its faster reclassification to Schedule III.

Applicants must follow registration instructions and pay a non-refundable annual fee of $794, currently accepted only via PayPal, with additional payment options expected soon. The online form includes seven sections covering business details, state licenses, activities, liability questions, and operational information like security measures and standard procedures. Companies need to prepare supplier data, personnel records, and compliance documents in advance.

The process offers an expedited review for applications filed within roughly 60 days of the Federal Register publication date – about June 27. Those who apply early can continue operating under their state licenses while the DEA reviews their submission. Registration ties directly to the underlying state license: it suspends automatically if the state approval ends.

This step follows President Donald Trump’s earlier push to ease federal Cannabis rules and comes as 40 states already permit medical Cannabis in some form. The DEA portal currently focuses on dispensaries, though the broader rescheduling order covers manufacturing and distribution activities as well. Some observers note that questions in the form may fit retail operations more cleanly than cultivation or processing.

The portal launch marks a concrete administrative follow-through on rescheduling. It creates a mechanism for state operators to gain federal compliance protections, potentially opening access to banking services, tax relief under Section 280E, and more predictable supply chains – while still requiring adherence to new federal recordkeeping, inventory, and security rules.

Industry participants have begun reviewing the instructions posted on the DEA site, with some attorneys advising businesses to weigh timing and gather materials now to meet the early-application window.
