RICHMOND – Virginia’s medical Cannabis market reaped $15.1 million in sales during January, according to a report published by the Virginia Cannabis Control Authority.

The figure, drawn from 126,706 transactions across the state’s licensed pharmaceutical processors and dispensing facilities, reflects activity limited to registered medical patients. Flower products averaged $10.20 per gram, according to the authority’s new public data dashboard, which went live earlier this month and tracks monthly sales, pricing and product trends.

The January total shows a slight dip from December’s $15.6 million but remains above November’s $14.5 million, pointing to steady demand in the patient-only program. Dried flower made up 43% of sales, followed by concentrates at 33%.

The release coincides with movement in the General Assembly toward regulated adult-use sales. On February 17, the House passed HB 642 (65-32), setting a potential November 1, 2026, start for retail, with a $5 million conversion fee for existing medical Cannabis operators. The Senate approved SB 542 (21-19), targeting January 1, 2027, and a $15 million fee. Differences in tax rates and other details await resolution in conference committee. Gov. Abigail Spanberger has signaled support for a legal retail framework.

These medical sales figures offer a snapshot of the current restricted market’s performance as lawmakers debate expansion. The consistent monthly revenue, driven by qualified patients, provides a practical measure of engagement that could inform expectations for a broader consumer base if legislation is finalized and signed. Furthermore, the data highlights a reliable core of demand in Virginia’s medical system at this transitional moment, serving as a grounded reference point before any shift to adult-use retail alters the equation.
