LOS ANGELES- In a significant move by the Maryland Cannabis Administration, 174 social equity cannabis licenses were awarded through a lottery system, showcasing the state’s commitment to diversity and inclusion within the burgeoning cannabis industry. This initiative marks a pivotal step towards ensuring equitable opportunities for minority- and women-owned businesses in the sector.
The lottery, designed to select candidates for up to 179 licenses from over 40 unique pools, attracted a substantial interest with more than 1,500 applications deemed eligible for the draw. A total of 1,700 applications were submitted, indicating a robust enthusiasm among prospective business owners.

Eligibility for the lottery required applicants to verify their social equity status, a criteria defined by the MCA to include businesses that are at least 65% owned and controlled by individuals who have resided in, attended school, or obtained higher education within disproportionately impacted areas for significant periods. This criterion aimed to address historical disparities and foster a more inclusive cannabis industry.
The distribution of applications across different categories revealed a keen interest in various facets of the cannabis business, including dispensaries, growers, and processors, with a notable concentration of applicants from Montgomery County, Prince George’s County, Baltimore County, Baltimore City, and Anne Arundel County. This geographic diversity highlights the widespread appeal of the cannabis industry across the state.
