Support for Cannabis Legalization in Pennsylvania Shows Decline; New Legislation Still on the Table
LOS ANGELES– In a surprising turn of events, support for cannabis legalization in Pennsylvania has seen a decline for the first time in a decade. The 2023 Pennsylvania Health Survey, conducted by Muhlenberg College Public Health Program, revealed a 6% drop from the previous year, with support now at 50%.
The recent survey found 38% of respondents opposed to the legalization, 18% neither in favor nor opposed, and 1% unsure. This marks a significant shift compared to the figures in 2013, when 33% were in favor, and 40% were opposed. By 2021, support for the reforms had peaked at 58% – the highest level ever recorded for the Health Survey.

The survey also explored concerns about the rise in cannabis use among young adults aged 18 to 22 years. While 22% of respondents indicated that they were “very concerned,” 33% were “somewhat concerned.” Conversely, 27% said they were “not too concerned,” and 18% were “not at all concerned.”
This data comes at a crucial time, as Democratic State Sen. Sharif Street and Republican State Sen. Dan Laughlin introduced a bipartisan measure to legalize cannabis in Pennsylvania earlier this month. Currently, the measure is under consideration by the Senate Law and Justice Committee.
