LOS ANGELES- the Fergus Falls City Council reversed its earlier decision and approved interim permits for two cannabis dispensaries, Sugar High and Elevate. The initial denial was based on concerns that the dispensaries were within 250 feet of local parks, potentially violating city ordinances regarding proximity to areas frequented by minors.

The reversal came after a 5-4 vote, influenced by a change in position from Council Member Mike Mortenson. Council Member Scott Rachels acknowledged the shift, stating, “Mr. Mortenson, he didn’t think it was right. That was his opinion, but I was wrong.”

Business owners and community members had expressed concerns about the vagueness of the term “attraction” in the ordinance and the potential economic impact of the initial decision. Emily McCune, owner of Sugar High, argued that the nearby area did not constitute an attraction, stating, “If the river walk was not pre-determined as a defined attraction, now you’re trying to go make it up as one. That’s not fair.”

The council’s decision allows both dispensaries to operate under interim permits, with conditions including neighborhood consent and adherence to other regulatory requirements.
