Her campaign emphasizes that legalizing recreational cannabis will address systemic inequalities, particularly those affecting Black men who have been disproportionately impacted by the enforcement of cannabis laws. Harris’ proposal is part of a broader “opportunity agenda” aimed at improving economic and social outcomes for Black Americans. This plan includes creating wealth-building opportunities in the cannabis industry and offering support to Black entrepreneurs through loan assistance programs.
Harris’ agenda also contrasts with the policies of former President Donald Trump, whose administration previously threatened federal prosecutions in states where cannabis is legal. However, Trump has recently expressed support for cannabis rescheduling and banking reform, but has not committed to full federal legalization.
